Yes! You do need to speak with a lender that you trust, provide basic information and obtain a 'pre-qualification' or 'pre-approval' letter before you go shopping. This letter will include the amount of money that you are able to spend on a property and how much you must put down. The total of those two figures represents the amount you can spend on a home. Then you can shop in that price range. That letter will be used when you put in an offer to let the seller know that you are already approved or qualified to buy. The letter is submitted with your offer. You cannot submit an offer without it.
The answer is NO. You must provide a copy of your "Proof of Funds" first. This is a copy of your bank records or investment records that prove that you have enough funds to pay cash for the home. It must be sufficient enough to cover the cost of the house you are shopping for. You cannot look at houses that exceed the price of the house that you intend to pay cash for, unless you intend to get a loan. (See the Q & A about getting a pre-approval letter for loans).
